Define what “payroll outsourcing” means in your quote
A software package may provide payroll calculations, payments and specified filing features. Managed administration can add the collection of approved changes, record updates, input checks, exception follow-up and coordination with your finance or HR team.
Other arrangements include wider HR services or an employer-of-record relationship. Those are different buying decisions and should not be compared with a payroll administration quote as if the scope were identical.
Write down which party supplies inputs, prepares the run, approves it and handles each filing or correction. The service description should make responsibility clear without requiring you to infer it from a plan name.
For US employers: the IRS guidance on outsourced payroll explains that using a third party generally does not remove the employer’s federal employment-tax responsibilities; the exact liability depends on the arrangement, with specific treatment for some CPEO relationships. Ask what arrangement is being proposed and how you will verify deposits and filings. A payroll service fee does not itself transfer that responsibility.
Understand the pricing model
| Model | What drives the bill | Question to ask |
|---|---|---|
| Monthly base plus per person | Subscription and covered headcount | How are inactive employees and contractors counted? |
| Per payroll run | Number of processing events | Do off-cycle and correction runs cost extra? |
| Per employee per month | Headcount in the billing period | Which services are included in the person fee? |
| Per employee per processing | Headcount multiplied by runs | How does the annual cost change with pay frequency? |
| Managed-service quote | Agreed administrative workload | What changes trigger a scope or fee review? |
Spell out billing terms rather than relying on abbreviations such as PEPM or PEPP. A per-month charge and a per-processing charge can produce different annual totals even when the headline amount looks similar.
Use software benchmarks without confusing the scope
Public pricing pages can help you understand how subscriptions are structured. For example, Gusto’s pricing page lists its plans and person-based charges. Use the current provider page for the applicable plan, terms and add-ons when preparing your budget.
A published software price is a starting input, not a quote for all the people and coordination needed to run your payroll. Check which preparation tasks remain with you, whether your locations are supported and which features sit in a higher plan.
For managed payroll support, describe the workflow and exception load before requesting a quote. A team maintaining employee changes and chasing timesheet approvals is doing different work from a software subscription.
The details that change the total
Headcount matters, but it is not the only driver. Frequent runs, variable pay, multiple locations, benefits deductions and inconsistent time records can add work. A stable salaried team and a shift-based workforce may need very different levels of preparation.
- Setup: historical data, balances, migration and parallel checks.
- Recurring work: employee changes, timesheets, deductions and accounting exports.
- Exceptions: missing approvals, corrections, off-cycle payments and failed submissions.
- Year-end scope: forms, reconciliations, amendments and support for questions.
- Connections: time tracking, benefits systems, HR records and the ledger.
Ask which items are included, charged separately or handled by another party. Keep filing responsibilities and jurisdiction-specific requirements explicit in the agreement.
Build a payroll cost worksheet
| Cost line | How to calculate it |
|---|---|
| Recurring platform fee | Monthly base multiplied by 12 |
| Person-based fees | Billable people multiplied by fee and applicable billing periods |
| Processing charges | Charge per run multiplied by expected runs |
| Managed administration | Agreed service fee for the defined scope |
| One-time work | Setup, migration and implementation charges |
| Additional work | Expected add-ons, year-end and exception charges |
| Retained internal work | Time spent collecting, approving and reviewing inputs and outputs |
Only include a fee where the provider actually charges it; do not count a bundled service twice. Prepare both a first-year total and an ongoing annual total so one-time setup does not distort the recurring comparison.
Worked example: turn a hypothetical quote into an annual budget
Illustration only, in USD: these are invented inputs for demonstrating the worksheet, not Acelerar prices, another provider’s quote or a market benchmark. Assume 25 employees throughout the year, 12 monthly bills, all normal payroll runs and year-end work included, and three additional off-cycle runs. Employee wages and employer payroll taxes are outside this service-cost comparison.
| Assumed item | Calculation | Annual amount |
|---|---|---|
| Platform base | $60 × 12 months | $720 |
| Employee fee | 25 employees × $6 × 12 months | $1,800 |
| Managed administration | $250 × 12 months | $3,000 |
| Off-cycle runs | 3 runs × $20 | $60 |
| One-time setup | $400 | $400 |
| First-year provider total | $720 + $1,800 + $3,000 + $60 + $400 | $5,980 |
With the same headcount, fees and three off-cycle runs, the following year would cost $5,580 because the $400 setup charge does not repeat. If your team also spends two hours a month reviewing payroll and you value that time at an assumed $40 an hour, retained internal work adds $960 a year. The combined planning totals become $6,940 in year one and $6,540 in an ongoing year.
Replace every assumed fee with the quoted amount. Remove the administration line if it is already bundled, and add any excluded migration, integration, correction or year-end charge. Two quotes are comparable only after those inclusions match.
Get a quote tied to your payroll
Share employee and contractor counts, pay frequency, states or countries, current platform, integrations and the tasks your team wants help with. Add your desired start date and any known backlog or correction issues.
If payroll journals and reconciliations are also causing problems, include the handoff to accounting support. For a wider team arrangement, review finance and accounting outsourcing. You can then compare complete scopes and understand what your internal team will still do.
Common questions
How much does payroll outsourcing cost per employee?
It depends on the provider, billing model and scope. A per-person software fee may exclude managed administration, setup or additional work, so compare the complete quote.
Does more frequent payroll always cost more?
Not always. It can increase fees under per-run or per-processing models. Check whether your plan includes the number of runs you need.
What is the difference between first-year and ongoing payroll cost?
First-year cost may include implementation, migration and setup. Ongoing cost covers recurring services and applicable additional work.
